The Township of Norwich offers a wide range of services to our residents, visitors and businesses. The CAO/Clerk provides leadership to the Corporation and oversees Township Departments. In order to meet the needs of our residents, the municipality is organized into several Departments, each lead by a Director or Manager.

Building Services |
Building Services main objective is to provide the best professional service to administer and enforce the Ontario Building Code. Through the examination of plans, issuance of building permits, and performing inspections, we ensure compliance with building standards of the Ontario Building Code and ensure safe, healthy, and accessible buildings in which we live, work, and play.Our team is here to offer zoning, building code information and technical advice and to be of assistance during the entire construction process. Financial Services |
The Finance Department manages all the financial resources of the municipality and ensures the overall financial health of the organization. The Department is responsible for maintaining the Township’s accounting and other financial records, Accounts Payable, Accounts Receivable, Investing and Borrowing of Municipal Funds, Budget Preparation and Monitoring, Financial Reporting, Asset Management, Internal Audit, and Tax Billing and Collection. |
CAO |
The CAO for the Township of Norwich is responsible for the leadership and general management of the Corporation, acting as key advisory and liaison to Council. As the senior appointed official, and working in collaboration with the Corporations management staff, the CAO/Clerk's major duties and responsibilities include:

Community Services |
The Community Development Services Department of the Township of Norwich offers many different avenues for individuals to improve or enjoy their quality of life.
Together with our community partners, we deliver recreational programs and services, and maintain and operate a variety of facilities such as municipal parks and sports fields, the Nor-Del Arena, Otterville Outdoor Pool, Opti-mist Splashzone and various banquet facilities. We also work with several organizations, service clubs, sports teams and a myriad of groups to develop recreational infrastructure to enhance leisure opportunities in our community. Drainage Services |
Drainage, in accordance with the Ontario Drainage Act is to oversee the maintenance and construction of all municipal drains throughout the municipality. A municipal drain is simply a drainage system that channels water off of agricultural land or removes excess water that collects on properties. Most municipal drains are either open ditches or closed tile systems in the ground. Structures that are considered part of municipal drains are grassed waterways, storm water retention ponds, culverts and bridges. Certain creeks and small rivers are also considered to be municipal drains. Municipal drains are created under the authority of the Drainage Act. |
Fire & Protective Services |
The Norwich Fire Service proudly protects the lives, property, and environment for people living, visiting and travelling through the Township of Norwich. Norwich Fire Services is a volunteer fire department directed by a full-time Fire Chief, and relies on 75 dedicated, enthusiastic and professionally trained volunteer firefighters dispersed among four stations strategically located across the Township. |
Norwich Medical Centre |
Norwich Medical Centre The Norwich Medical Centre is a busy medical office with more than 15,000 patient visits each year. There are currently three family physicians and one naturopathic doctor practicing at the Medical Centre with a dedicated team of staff nurses, medical office assistants and support staff. |
Planning & Development |
Planning Services are provided by the County of Oxford, Community and Strategic Planning Office. All development applications within the County of Oxford require an application to be submitted either to your local area municipal office or the County of Oxford offices in Woodstock. Planning Staff are available to answer questions regarding your proposal and it is advised that you speak with them prior to submitting your application. Please refer to the information sheet attached to the application forms for information required when submitting your application. |
Public Works |
Roads located within the Township of Norwich are under the care of either the Township of Norwich or the County of Oxford. The Township of Norwich is responsible for the construction and maintenance of all roads under their jurisdiction. |
