Who Can Vote? |
You can vote in the Township of Norwich municipal by-election if you are:
- a Canadian citizen; and
- at least 18 years old; and
- a resident in Ward 1 in the Township of Norwich; or
- a non-resident of Norwich, but you or your spouse own or rent property in Ward 1 in the Township; and
- not prohibited from voting under any law
You may only vote once regardless of how many properties you own or rent within the municipality.
As per the Municipal Elections Act, Section 65 (4) 7: “A person is not eligible to vote in a by-election for an office if the person could not vote for that office if a regular election was held on the day of the by-election”

Who Cannot Vote?

You are prohibited from voting on voting day if you are:
- serving a sentence of imprisonment in a penal or correctional institution
- a corporation
- acting as executor or trustee or in another representative capacity, except as a voting proxy
- convicted of a corrupt practice described in section 90(3) of the Municipal Elections Act, 1996
This means that if you own or rent property in the Township of Norwich under a business name (a corporation), you are not eligible to vote in the Norwich municipal by-election. The property must be owned or rented under your name or your spouse's name.

Candidate Eligibility |
To be eligible as a candidate in the Township of Norwich you must meet the following requirements:
- A Canadian citizen
- At least 18 years of age
- A resident of the Township of Norwich, a non-resident owner or tenant of land in Township of Norwich or the spouse of such non-resident owner or tenant
- Not legally prohibited from voting
- Not disqualified by any legislation from holding municipal office

Candidate Campaign Finances |
- The campaign period begins once a nomination paper or notice of registration is filed with the Clerk.
- Election expenses cannot be incurred outside of the campaign period.
- Corporations and trade unions are no longer eligible to contribute to municipal election campaigns. This includes all council and school board elections. Corporations and trade unions can be third party advertisers and make contributions to third party advertisers.
- A candidate who does not accept any contributions of money, or incur any expenses, is not required to open a separate election bank account.
- Nomination filing fee is not considered a campaign expense
- Candidates are responsible for keeping records of the financial activities related to their campaign. Remember to issue receipts for all donations of goods or services, obtain receipts for expenses incurred, and keep copies of all receipts.
- It is the responsibility of the candidate to file a complete and accurate financial statement on time. Candidates should completely familiarize themselves with the appropriate sections of the Municipal Elections Act, 1996.

Third Party Advertisers

The Municipal Elections Act now includes rules for third party advertising in Ontario’s municipal council and school board elections.
A third-party advertisement is an ad (billboard, newspapers, radio, etc.) that supports, promotes or opposes a candidate or a “yes” or “no” answer to a question on the ballot. The meaning of “third party” in this context means a person or entity who is not a candidate.
Eligible individuals, corporations and trade unions can register to be third party advertisers. Third party advertising is separate from any candidate’s campaign and must be done independently from a candidate.
Third party advertisers who want to spend money on advertisements during the election must register with the municipal clerk and must file a financial statement.

Proxy Voting |
If, for any reason, you will be unable to personally cast your ballot, you may appoint someone to go to the voting place and cast a ballot on your behalf. This person is called you voting proxy.
To appoint a voting proxy, you must fill out two copies of the Appointment for Voting Proxy Form (Form 3) and give the copies to the person that you are appointing as your proxy.

Joint Compliance Audit Committee
|
All lower tier municipalities in Oxford County appointed a Joint Compliance Audit Committee (CAC) during the 2022 Municipal Election process. This Committee was appointed on May 24, 2022 by By-law 31-2022 for the term of the current Council.
This Committee is required by the Municipal Elections Act, 1996, and is independent of the municipalities that appointed it. The CAC considers applications requesting audits of candidates' campaign finances. Additionally, they may be required to appoint auditors and determine if legal proceedings as required as a result of the auditor's report.

Electors may apply to have their name added to or removed from the Voters List or the information relating to themselves amended by filing an application at the Township Office, Clerks Department, during normal office hours 8:30 a.m. to 4:30 p.m. and on Election Day September 18, 2023 until 8:00 p.m.

The 2022 Municipal Election for the Township of Norwich will be conducted using Vote by Mail
On or about September 26th, 2022, a Vote by Mail Package will be mailed to each elector on the Voters List. Voters may then complete their ballots and return the package through Canada Post in the postage paid envelopes provided. The last day recommended for mailing back ballots with Canada Post is October 13th, 2022.
Voters may also deliver their completed voting kits (using the envelopes supplied) directly to the Township of Norwich municipal office at 285767 Airport Rd, Norwich. Completed voting kits may be delivered to the office:
- during regular office hours (Monday to Friday 8:30 am to 4:30 pm) or on Voting day October 24th until 8:00 pm. or
- in the after-hours drop off slot at the municipal offices entrance at any time (24 hours, 7 days per week) until Voting Day October 24th at 8:00 pm.
Voters will be able to cast their vote anytime following receipt of their voting packages, up until the close of polls 8:00 pm on Voting Day October 24th, 2022.
Please note that Ballots must be received by the Township by the close of polls at 8:00 p.m. October 24th.
If you are an eligible elector and do not receive your Voting Kit by October 5th, please contact the Township of Norwich municipal office.
Detailed instruction on completing and returning your Vote by Mail Package will be available on the Township website (www.norwich.ca) and are included in the Vote by Mail Packages.

Each vote by mail kit will contain the following:
- A Voting Instruction Sheet with a detachable Voter Declaration Form;
- A Composite Ballot;
- A White Ballot Secrecy Envelope;
- A Yellow Return Envelope with prepaid postage; and
- Such other material as the Clerk determines.

Completing and Returning you Ballot |
Upon receipt of the Voting Kit, each voter should follow the instructions provided in the Voting Kit exactly as printed. The instructions require the voter to:
- Complete the ballot;
- Insert the ballot into the ballot envelope marked “Ballot Secrecy Envelope”;
- SEAL the Ballot Secrecy Envelope;
- Complete and sign the Voter Declaration Form. If a voter requires assistance in voting, he/she shall make their mark (i.e. an “x”) on the signature line and have a witness sign in the signature area of the Voter Declaration Form and print their name below;
- Place the completed Voter Declaration Form and the SEALED Ballot Secrecy Envelope into the yellow prepaid business reply envelope;
- Seal the yellow prepaid business reply envelope; and
- Mail the yellow prepaid business reply envelope by October 13, 2022 or deliver it by some other means to the Municipal Office (Ballot Return Station) no later than 8:00 p.m. on October 24, 2022.
